As part of his Sport Cares mandate and upon invitation by the Council of Europe (CoE), Cares Project founder and director, Jonas Burgheim, delivered a presentation at the organisation’s headquarters in Strasbourg, France, on 6 June, 2019.

The presentation summed up the results of an impact assessment of the European Sports Charter which the CoE Enlarged Partial Agreement on Sport (EPAS) had commissioned to Sport Cares among other tasks. In the weeks preceding the presentation, the impact assessment had been conducted in form of a quantitative online survey hosted on the Cares Project web site and by means of qualitative telephone interviews.

At the Council of Europe, Jonas Burgheim provided member states and EPAS Consultative Committee members with a summary of findings from the impact assessment. He also made first recommendations for a potential ESC content review in the future, upon which Sport Cares will elaborate further in a detailed analysis report as a second part of the assignment.

The Council of Europe (CoE), with the European Court of Human Rights (ECHR), is central to continental human rights protection. This year marks the 70th anniversary of the institution.

Cares Project Founder and Director, Mr Jonas Burgheim, took part in an expert event hosted by the Konrad Adenauer Foundation and the German Foreign Office at the occasion of this anniversary. The keynote speech was delivered by the current Vice-President of the ECHR, Prof. Dr. Angelika Nußberger. In her speech she inter alia referred to the different priorities of the ECHR and the EU Court of Justice (ECJ): The ECHR’s human rights focus and the ECJ’s economic focus are still formative today. The Business and Human Rights theme has not been treated as a specific focus area by either court so far.

The keynote speech was followed by a panel discussion with the following participants: Prof. Dr. Angelika Nußberger, Dr. Bärbel Kofler (MoP/German Federal Government Commissioner for Human Rights), Dr. Andreas Nick (MoP/Head of the German Delegation to the CoE Parliamentary Assembly), Ms. Marieluise Beck (former MoP), and Reinhard Veser (moderator/Frankfurter Allgemeine Zeitung).

A high level evaluation panel of research (policy) experts evaluated the performance of the Danish Council for Independent Research (Danmarks Frie Forskningsfond, DFF) and analysed the role and funtioning of DFF in the Danish research system. The evaluation was conducted on behalf of the Danish Ministry for Higher Education and Science and initiated by the Danish Parliament.

Cares Project Founder and Director, Jonas Burgheim, served as Academic Secretary of the evaluation panel and composed the report “Evaluation of the Danish Council for Independent Research – Report of the Evaluation Panel” in close exchange with the evaluators. A mix of methods was applied during the evaluation process: desk studies were conducted next to extensive personal interviews with researchers, leading representatives from Danish universities and other research bodies, from industry, private foundations, the board and the secretariat of DFF, as well as with the Danish Minister for Higher Education and Science, Ms Sofie Carsten Nielsen. Jonas Burgheim provided his services in close cooperation with the Danish Agency for Science, Technology and Innovation. The study “Bibliometric Analyses of the scholarly and scientific output from grants funded by the Danish Council for Independent Research from 2005-2008” was produced to underpin the evaluation process.
